UPSC engineering service examination 2013 eligibility criteria as are follows
All Indian citizen can apply for Upsc Engineering exam 2013
Age Limit : Minimum age for applying Upsc engineering Job is 21 year. Maximum age for fill application form engineering service is 30 year. Age will be count on 1st august of the year of the examination. Central government provides some age relaxation for various category.

Education Qualification: 
Graduation degree in engineering from any recognized colleges of university one of the first desirable qualification for apply engineering post. For some service M.sc is also valid. Usually m.sc in wireless communication, M.sc in electronics, radio physics radio engineering as special subject are also accepted form some engineering Job.
If you are final year student or Appearing in engineering degree then you can also participate in engineering service examination 2013 conducted by upsc. But after the qualifying the result of the written exam you have to required to submit the proof of the passing the requisite examination along with the application form to be filled up at the stage.
Candidates who passed in Graduate Membership Examination of the Institute of Electronics and Telecommunication can also apply for upsc Engineering job 2013
Or
Qualified in Associate Membership Examination Parts 2 and part 3 /Sections A and B
of the Aeronautical Society of India are also eligible for engineering service upsc
Engineers (India);
Or
passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959
